Wrong IP Scheme

We have 3750 stacked in a school building and only those client computers in that building are getting 10.0.x.x for a while, then few hours later, those same computers will get regular IPs like 10.60.x.x. Checked the config and nothing has been changed. Cisco APs and IP phones are not effected. Changed the gig bit adapter and that did not help. If there is a device attached to the network in that building which is hosting DHCP, how can we approach that to find it?

One  way to mitigate rogue DHCP server is using DHCP snooping feature on the Catalyst switches:http://www.cisco.com/en/US/docs/switches/lan/catalyst3750/software/release/15.0_1_se/configuration/guide/swdhcp82.html
