WS-C3650 stacking upgrade 03.06.08E to 16.12.08 after I can't access

WS-C3650-24PS staking switch firmware upgrade from 03.06.08E to 16.12.08  unable to access 

SSH worked before and I generated a new crypto key but the switch showed that the Connection timed out

are you able to access the device using console ?

is the Upgrade went success, you can see the new firmware and switches in the Stack ?

is the Authentication user Local or TACACS ?

what Logs you see on the console when you try to SSH to switch IP ?

show run | in ssh
