After applied this command i need to put again "no call-home"?, and the command no syslog-throttling does not require a reload device?

Try like I put above and test. No reload is mentioned on the documentation, so, I dont believe it is necessary

why you like to disable call-home ?
if you going that route you can do below depends on code running :
no call-home or no service call-home
Note : not required any reboot

because I have high CPU usage, since those logs started appearing two days ago, I have not been able to make them stop and I can only apply changes at night,

you can have log discriminator if you like to suppress, is this coming on console or show logging ?
