9951 Video between offices

We recently installed CallManager 8 and all the higher-ups in the company got 9951 model phones.  Video between users in the same office works normally.  However, when they call somebody with a 9951 in a remote office, the video doesn't even seem to try and function.  We have 3.0Mbps MPLS links between all the offices.

My main question is this:  Is it a bandwidth issue or is there is system wide setting in CallManager 8 to enable video between device pools?

Would 3.0Mbps be sufficient bandwidth for sending video between offices?

There is no system wide setting to enable video calls across device pools. What is the region configuration of the two remote site device pools? The default Interregion max video call bit rate is 384K.

They are all set at 384kbps.

Can the 9951 phones in the remote office make local video calls successfully?

One way to isolate the problem is to make an inter-site video call and check the call statistics to verify if the video stream is setup from a signaling perspective :

Application Button on the phone --> Administrator Settings --> Status --> Call Statistics (there should be video tab if video is negotiated)

Yes, they can successfully make video calls with other users in the same region.  I will have to check on the call statistics.

We had the same issue with 9971's. The resolution for us was under locations.  We only had allocated video bandwidth of 384 kbps per location and that was fine for one call but as soon as the second went across the WAN/DP then we would get dead air scenario. Allowing or really configuring more video bandwidth under location resolved the issue. 

We played with regions too and lowering bandwidth from 384 but found that 384 was best quality.
