I've got all of my users arranged in different OU containers by geographies and functional groups.
For the majority of my users, the normal provisioning phonebook for Jabber Video is ok, but I have a select group of users that I want to have a limited view of the phonebook.
I'm not really sure how the provisioning phonebook gets referenced when the "movi" template queries "phonebook@domain.com" , but I'd like to create a "phonebook2@domain.com" with a limited number of users in it.
Is this possible, and if so, how?

I think I know what you are after. You can create different provisioning phonebook sources containing a limited number of users based on the groups you create in the Provisioning Directory (This is only for TMSPE not TMS Agent Legacy).
phonebook@sipdomain.com is the same anyway there is no such thing as phonebook2@sipdomain.com, who can view the phonebooks are controlled from the access control tab on the phonebok you create with this specific source. This is also group based so you can assign the specific provisioning phonebook to one or more groups in your provisioning directory.
Here is how you create a secong provisioning source (and 3rd, 4th etc). One the first and "whole" provisioning source the top level is selected taking all the provisioning users into one phonebook, but with TMSPE the provisioning source is more flexible.
Once the source is created, create a new phonebook and attach the 2nd source and provide access to certain provisioning groups and "set on systems" to a limited number of systems as you please.
I hope this answered the question and that I did not misunderstand.

As Magnus already answer this, you may create multiple phonebook and assign those phonebook in user level.
However please note that there is maximum limitation for “total” phonebook contacts per VCS (or cluster VCS) that can be replicate for provisioning, 200,000 phonebook contacts while using TMS-PE.

I understand everything that you've explained above.
How do I get a subset of provisioned devices, specifically Movi/Jabber deployed to a specific group, to only see this new "limited" phonebook?

Assuming you have created a new 2nd phonebook now and connected the 2nd provisioning source (containing a subset of jabber contacts) to that phonebook you can now assign access to a certain group in the provisioning directory.
Only the jabber users within the selected groups will have access to this phonebook.

For whatever reason I cannot get the manual second Provisioning Source 2 phonebook source to show the subdirectories as per the screenshot. I only see the following below but do not see my additional 2 groups under my root even though I'm using TMSPE and verified that I'm not running in legacy mode. For whatever reason I only see the top level root.

I was pulling my hair out trying to figure out why it wasn't showing. Curious though IE displays the subgroups just fine on the "Access Control" subtab on the Manage Phone Books page. Just not on the Manage Phone Book Sources page.
Seems like a bug to me. Does TMS 14.1.1 have the same problem with IE?
