Hello,
I am using Cisco TMS 15.6.1 on Windows Server 2012 R2.
I entered AD information in TMS and checked successfully.
But,
When i try to sync tms user with AD Problem, it stays 0% Pending situation.
Is there any solution about it?

Can you provide more information, possibly provide screenshots, your issue is pretty vague without knowing more.
Where are you trying to sync the AD user?
Is it just this single user that has the issue, or are there others?

It sounds like the TMSSchedulerService is not kicking off the task. You should look into that service (ensure that it is running, check the logs for the service)
