Can anyone help us, we need to know that if the video stream fails on a call between 2 7985 video phones does the audio stream remain intact.

I don't have two 7985s here, but a call between a 7985 and a Cisco VTA preserves the audio when the video stream fails (emulated by quitting the VTA application).

One good way to try it would be to identify the UDP ports associated with the video RTP stream and then block or rate-limit them with an ACL.
