when an endpoint has encryption enabled does the encryption utilize significant bandwidth? If so does it sit 'inside' the parameters set in the the VCSC or 'ride on top' ?
ie - if the VCSC is set for a subzone max call rate of 768k does the encryption eat part of the BW within that setting

Encryption and call rate are not correlated or connected. A 768kbps call is still a 768kbps call regardless of the packet content being encrypted or not.
The only overhead involved is directly on the devices that need to encrypt/decrypt the information which is processing overhead.
