If you want an EX60 to register to your internal network over the internet, you need VCS-C + VCS-E or the new "Collaboration Edge" equivilents (essentially cut down VCS). It doesn't work over Anyconnect.
Otherwise you could run a regular VPN on a home router into your network and have it register internally, but that might be a bit cumbersome and could cause security issues.
You can make calls over the internet without any call control/registration at all, but you will lose all the benefits of registering internally (dial plan, phone books, conference resources etc). And if you don't have VCS, you might not actually be able to call into your internal network at all.
