Take a look at control-av-equipment-touch-10. That guide you linked to contains all the information needed to setup and use in-room controls with the Touch 10.
What ever control system you choose, it has to be able to connect to the codec's API, for example via RS232 or Telnet/SSH. From there it would need to be able to receive the codec's output from the API and even possibly send commands back so it can provide feedback to the Touch 10 buttons. As people use the Touch 10, the control system receives event feedback from the codec and based on how you have the control system programmed, it should send the relevant commands to the room devices.
