2.0(1.35)P is very old software.  I'd suggest one thing you could try would be to update it.  The most recent software release for the old 3200 series ISDN GWs is from 21 May 2018, version 2.2(1.128)P.

The Cisco TAC should be able to help you get the file you need, or, if the device is unrecoverable, to replace it via an RMA process.

Thanks for the recommendation. Here are just a call to TAG does not cost a little money. It may be cheaper to buy another gateway. Although if I had a recovery image with a compact flash, I would try.

If you don't have a service contract on your device (which a quick look at the Cisco Coverage Checker with your serial number appears you don't), then you are correct, you won't get any kind of official support on the device through TAC, or through Cisco web sites.  You'd need to take out a service contract on your device to get this kind of support.

You next best bet would be to try to use your google abilities to find unofficial and unsupported copies of the files you are after, but this isn't a guaranteed solution as the official service contract option is.

It's up to you and your business requirements to determine whether you want to risk it, or go with the proper support options.
