It's possible to program a restart to the SX20 series TC and CE devices every day from the TMS?

You can use a persistent configuration template to issue the restart.

Advanced Settings tab:

• Category: TMS Commands
• Setting: Reboot this system
• System Type: Other type

Under the Persistent Scheduling tab, you can set the time and interval you want the template with the reboot command to take affect.

Is configured step by step as indicated, but does not apply the restart at the time that is indicated.

If you check the endpoint logs (evenlog\all.log), do you see the reboot command or anything from TMS at or around the time configured?
