Usually you would use the Cisco Expressway product for this rather than the VCS-Expressway. Some of the licence consumption issues will also depend on the software versions you are using (ie X12.5.1 and higher will do things differently from the old X8.x software versions). So depending on what product and versions you use, the answers to your question may be different.
