Topology - CMS - ISDN GW - VCS Edge (11 Rich Media Session License) and VCS Core (1 Rich Media Session License)
Hoping this is a License Issue only.
Issue - When a VTC session is active on CMS - no issue with the total number of Video Endpoint can participate but when a participant wanted to join via Telephone, now am limited to 2 only. Next participant gets a busy dial-tone.
Thank you all for any suggestion.

from where are the audio participants coming from? From the ISDN GW?
Have you checked, which system is rejecting the call?
