MXP1000 F9.3.4 firmware - register to CUCM (not working)

We have CUCM on Version 8.6.1 and trying to register (as third party device) the MXP1000 on firmware F9.3.4. It's not working.

We see on SIP that it is recognizing the MXP from the CUCM but it just keeps timing out when trying to register.

We even tried registering it as an H.323 device with no luck. 

The MXP is on the same voice VLAN and pulling an IP. 

Also we are able to make  an audio call from a VOIP phone on the same CM we are trying to register the MXP on.

Any ideas.  We have followed some of the previous suggestions from the community but still no joy ...

Are all the settings on cucm related to end user and DN / Device configured
