We setup a new extension "3570" and when we assign it to a phone, or multiple phones it shows the name, but also says "To Voicemail" so when we call that number it goes directly to our voicemail system (asking you to put in your pin)
Our Voicemail Pilot is 3599 and the extensions on the ports are 4501 - 4524
Any other location on CUCM or CCM that could be affecting the extension and forwarding it to 3599?

Found that after deleting that directory number and creating it again, not it no longer forwards to voicemail - must have been a mistake in the config

This may be because you have same number with two different partitions..
