Rotuing Video call to 3527 H320-GW

I have a IOS h323 gatekeeper connected to a CallManager 5 cluster. I'm trying to make a video call from a 7970 using VT Advantage through the gatekeeper to an external video conference unit. I'm getting a fast busy. Inbound calls to the gatekeeper are apparently not being forwarded to the IP gateway.

Does anyone know if this is an allowed configuration and can direct me to documents describing such a configuration?

Did you get this to work ? Trying the same as well as polycom 7000 ip to 3527 out to video end point. i get abnormal disconnect in the 3527 log and hear error tone and the call drops
