I am wondering why my HP mt46 with a Ryzen 3 Pro processor with 40% better CPU and and Graphics performance is prevented from using Virtual backgrounds but my much poor performing i5 laptop is not?

Note: Both laptops have 4 physical cores and 8GB RAM

What do you mean with "...is prevented from using Virtual backgrounds..."?
I highly doubt, that it won't work, when using a PC with this CPU.
Just because it's not listed, doesn't mean it won't work.

Webex imposed the PC requirements in March 2021 detailed here:https://help.webex.com/en-us/80jduab/Use-a-Virtual-Background-in-the-Cisco-Webex-Meetings-Suite#id_138414
Based on those requirement, despite having much a much better CPU, Webex says that the Ryzen 3 Pro doesn't meet the system requirements, it simply sees that the laptop has a Ryzen 3 processor and no longer offers Virtual desktops as an option. It's as if Cisco doesn't think future generations of Laptop processors will out perform desktop processors of 6+ years prior. Now we have hundreds of cellular enabled laptops we deployed in 2022 and 2023 that can no longer use our company's virtual background, a company policy when attending meeting with members outside our organization.
