TMS is pretty simple. It's just an app running on a Windows Server and a SQL database.
Worst case:
1) Build a new windows server
2) Install TMS software (can be downloaded from the Cisco Web site)
3) Restore TMS database from backup <- This is the important part - making sure you have a current backup available that you can restore.
