When booking new conference as soon as I click Add Participants I get "The session has time out". If I go back to Booking and select New Conference and add participants I get to phone book and select participants I sometime get a "bad request error". This is an intermittent error. I can then select new conference again and everything works. TMS 15.2.1

What Windows OS version are you running, is it up to date on Windows Updates?
What happens if you try to schedule a conference directly from the TMS server?
Have you attempted to do a repair of the TMS application?

The issue could be any one of a handful of things:
A custom, unsupported config in IIS on the TMS server
An improperly configure network load balancer, in the case of a redundant deployment
An improperly configure redundant TMS deployment
A web proxy server between the client and the TMS web interface interfering with client sessions
Antivirus software running on the TMS that is not configured with the proper exclusions lists published the AV vender and/or Microsoft for Windows servers running IIS and a .NET web application
