Clients are initiating ad-hoc calls because they cannot connect early to a OBTP meeting. The call is disconnected when the scheduled start time hits. The client then has to select the OBTP to resume meeting. I do I prevent the client from getting disconnected?

You cannot prevent TMS from disconnecting ad-hoc calls when scheduled calls are starting. Scheduled calls always take precedence.
