TMSPE database Migration Issues

I migrated the TMSng, tms_userport, tmspe, tmspe_vmr database to a new SQL Instance. Didn't touch the app/ISS server.
Changed the connection string using TMS Tools --> Cisco TMSPE Database Connection. When I click save I get error
"The settings have been saved, but are incorrect. Correct the connection strings and click Save. " (Please see attached file)
Also on the database I am seeing login failure errors. (Please see attached file)
Also, no longer able to provision new users.
Help will be appreciated.
