tx-queue, priority high

Quick question regarding tx-queue. The admin before be placed the following command on every single switch port on the core. Does this mean that everything on 2/9 is in the tx-queue 3 and with a high priority or am I missing something here. If this is the case then this could explain one of the reason for all the bad call quality. Seeing how every port is tx-queue 3 regardless if its a server or not.
Any help is greatly appreicated

It only means that he set the queue 3 as a priority queue : as soon as packets are entering queue 3, they are sent.
