VCS cluster call licensing

We have 2 VCS's in a cluster. When we make a SIP-SIP call, it uses 2 non-traversal licenses when clients are registered to different VCS's.(Each VCS uses a license) When clients are registered to the same VCS, it only uses 1 non-traversal license. Is this how it's suppose to be?

Yes, correct.

VCS will take 1 non-traversal call per VCS (per SIP UAs) if call made between VCSs in same cluster with current release software (different from how H.323 call handle within cluster VCS).

If you use SIP Outbound registration (let SIP UA to register on both VCS within cluster), only take 1 non-traversal call license.
