That will depend entirely on your requirements, current deployment and future needs.
If you only have this one end-point, then that would be a bit of an overkill, to put it mildly.
You can use it as a stand-alone end-point, but in that case you will only be able to use IP address dialling format for both in- and outbound calls, which in turn means configuring your firewall accordingly.
Using a VCS-C and VCS-E combination will give you secure firewall traversal, the ability to use URI dialling (both SIP and H.323) and lots more, but it's a rather expensive solution and not something I would even contemplate if I only had a couple of end-points.

But, again, it all depends on your requirements, current deployment - and budget.

SX20 support both standard H.323 and SIP as call protocol.
You may register SX20 by using H.323 or/and SIP and utilize feature on VCS (such as firewall traversal call, alia lookup, call management, CPL, etc.).
If you have single SX20 (or several SX20) just calling each other by IP address (assume have routing capability on each site), then you can directly all each other by IP address base dialing without VCS.
However if you have SX20 in local network (or in home network behind home gateway), should deploy with VCS Expressway to avoid extra firewall management and reduce security concerning as VCS Expressway will provide firewall traversal capability for SX20 (SX20 does support ASEENT/H.460.18 traversal protocol for H.323 and planning to support ICE for future software release).
