I am looking for any equipment to backhaul MPEG 2 Video streams over ATM or IP. The compression standard is 4:2:2 or 4:2:0 , and the data rates can vary. I would also need the necesary decoders at the other end.

Check out AG Systems. We used the VIA-188 on several occasions for MPEG2 (4:2:2) over OC3/ATM.
They also had interfaces for 25Meg copper ATM, and other flavors.
It was a while ago, I don't know if they still make'em or not.
Cisco IPTV works ok for MPEG 1 / 2, you can have several en/decoders per server, if necessary.
VBrick is also a very nice alternative. I don't recall if they have an ATM flavor, I believe they do.
VBrick has encoders, decoders, or combined function for MPEG 1, 2, or 4. You can build the distribution network as necessary.
