Are you able to revert the Webex Room 70 back to CE9.2.1 and seeing if your camera then works again?
You can do this via the web interface by going to Maintenance > System Recovery, then seleting the Software Recovery Swap, then pressing the Switch to Software button which should show the old software version.
If all is good on the old firmware version, you can then try upgrading to the latest software release again (CE9.6.1). Note: camera upgrades may also take a short while to occur after the endpoint is updated - so you may just need to be a bit more patient. (I recall one of the SX20 camera updates took around 10 minutes to complete).
Edit: Important - when updating the endpoint from CUCM, you must specify the software with the .loads extension and not the .pkg. The .pkg file does not include the software for the camera.
