More important than users is ports or connections. How many do you think simultaneous connections can happen on the box? The CMS 1000 server can do 96 HD 720p connections

See the link it shows minimum requirements and the calculations per cpu. However your first issue is finding out how many concurrent meetings are planned which is not the same as number of users. Every customer is different some can say 10% of the users will be in a meeting, others more. So that will help you on the hardware sizing
