Where is it recommend to do interworking of SIP and H.323 in B2B in CUCM-expressway setup. Should it be done in exp-c or at exp-e.

On the -C it would make sense if you have some internal h323 infrastructure you need to interact with.
As you in general only have a sip zone in between -C and -E it only makes sense to have interworking on the -E.
