What is TMS's "concurrent participants" count?
For example,
1. Number of accounts that can log in to TMS simultaneously
2. Number of devices that can be called simultaneously by TMS
3. Number of accounts that can be set by TMS

It's the total number of concurrent participants that TMS can monitor across all active conferences.

Is it the number of conferences that can be monitored at the CCC (Conference Control Center)?
Or is it the number of account who can open CCC?

It's the number of participants in conferences that is being monitored TMS.

Example:
2 conferences w/5 participants each = 10 participants
