ASR9k の第5世代 LC を使用している router では、 software upgrade を実施した後 fpd auto-upgrade 設定が有効であるにもかかわらず LC の FPD device である TimingIC-A、TimingIC-B が upgrade されず NEED UPGD となります。
upgrade hw-module location all fpd を実施しても同様に TimingIC-A、TimingIC-B が upgrade されず NEED UPGD となります。

本動作は期待動作です。ASR9k の第5世代 LC の TimingIC-A、TimingIC-B は fpd auto-upgrade 設定や upgrade hw-module location all fpd コマンドの対象から除外されているためです。以下 cisco.com にも記載がありますので合わせて参照してください。
対象 LC についても記載がありますが、ASR9903 についても対象となります。
Restrictions For Automatic FPD Upgrade
The TimingIC-A and TimingIC-B FPDs upgrades are excluded from the fpd auto-upgrade configuration and the user-executed upgrade hw-module location all command. The following ASR 9000 5th Generation ASR9000 Line Cards contain FPDs TimingIC-A and TimingIC-B:

Upgrade TimingIC-A and TimingIC-B FPDs
Perform the following steps to upgrade timing IC-A and Timing IC-B FPDs:
Upgrade Timing IC-A FPD.
Router#upgrade hw-module location 0/[slot-number] fpd TimingIC-A
Upgrade TimingIC-B FPD.
Router#upgrade hw-module location 0/[slot-number] fpd TimingIC-B
Reload the 5th Generation ASR9000 Line Card.
Router#admin
