3725 with IOS c3725-is-mz.122-15.ZJ3.bin, after reload the fxo and fxs port no longer work, no dial tone.Here is the output of show voice call summ:

I noticed they are not onhook, instead S_open-pend

Have searched some doc which says the s_open_pend usually happens in groupstart mode, but my fxo is not groudstart:

And they were working fine until reboot. it's runnig mgcp and they all registered with ccm fine. First two are FXS and the other two are FXO. I think maybe IOS bug. Thanks
