Please note that the above link will only provide you the non bootable upgrade file so that you can upgrade your existing CUCM to 8.6(2a)SU4a. In case, you are looking to get a bootable media for the above version then contact TAC and they can provide you with the same if you have a valid contract.

FYI, if you simply go to cisco.com and search "8.6.2.24901-1" you'll get the links to the downloads, including the unrestricted version.
