Sounds like you are trying to run the unityservername\web\sa to administer the server. You must either be a subscriber on this server with a class of service that gives you access to System Administration or have been granted this level of permission. If you are not a subscriber on this Unity server, you can give yourself access to the SA by running the grantunityaccess utility from the local server. Logon locally to the server using the account you used to run permissions wizard (domain admin rights) and double-click on Cisco Unity Tools Depot. Under Diagnostic Tools, select Grant Unity Access. It is a command line tool whereby you can associate a domain account to the Unity installer account, which has full access. I am running 4.0(4).
