Call Manager Broadcast Messages

Is it possible to set up a custom broadcast message recording from an external number with Cisco Unified Communication Manager 10.5.2? 

Example: the boss wants to be able to record a message and distribute it to a list of staff cell phone numbers in the event of a natural disaster situation.

You will need the basic paging server for this. Starting 9.1 the basic paging server is included with CUCM.

Note the limit for free version is 50 phones.
