Can not access main line

HI Cisco communities,

I have one isuue

I have cisco businees edition 3000 server and one SPA 8800 gateway, BE3000 user access spa8800 PSTN Line 1 but because of some reason  i can not access this line.

What is the cause for this?

Kindly advise me in this issue.
