cannot enable Cisco Cloud Onboarding

Hi Everyone, I am trying to test activating phones via RMA and am having issues getting it to work. I tried following the guide on Cisco Bug: CSCvs42535 but am getting nowhere.

I thought since our jabber clients are working with no issues, using MRA to onboard phones would be pretty easy as well but that is not the case.

Now I am not a call manager or cisco guru by any means, but I can follow instructions and read docs to figure things out.

Going through the Cisco Bug: CSCvs42535 I can verify that all the other steps are appropriately configured. My only problem is with step 2. Whenever I try to enable Activation Code onboarding with Cisco Cloud, it is not applying when I hit the save button. I don't know why. I also tried to enable it on ucm sub and got the same thing


I read somewhere that we may need to upgrade due to a version bug.

We are using 

Cisco Unified CM Administration
System version: 12.5.1.13900-152

Expwy-E
Software version X12.5.6


I would really appreciate any help or pointers to figure this out.
