Change Unity 5.0 to be able to add subscribers not in AD

I have a Unity 5.0 (Unified Messaging) environment integrated with exchange2007. When it was installed, it was set so Subscribers could not be added without them being imported from Active Directory. This is becoming a pain, since there are many phones that will need voice mail, where the person will not have email and does not exist in AD. How do I change that capability to add a Subscriber in Unity without it already existing in AD; and without creating an AD account?

You cannot directly add subscribers through the SA when integrated with exchange 2007.

"If mailboxes for Cisco Unity subscribers will be homed in Exchange 2007, you must create Active Directory accounts and Exchange mailboxes before you create subscriber accounts. This is true for all methods of creating subscriber accounts. "

This is also true when using Bulk Import. The accounts have to be created in AD and Exchange first before being created in Unity.
