yes - even when COBRAS implements template backup and restore you'll need to restore the templates first if you want to use them for subscriber creation later (i.e. you'll have to do it in two passes).
Your system already has two templates on it, of course - they cannot be deleted since you always need a template when you create a new user regardless of how you're doing it.
The template merely fills in what is not in the backup for COBRAS - typically when migrating from an older version to a newer version or from Unity to Connection this is important as the backup will be missing data not present in the target server - hence the template is critically important then. But for same version migration it doesn't really come into play.
