Looking for some guidance on when it's appropriate to use a separate windows DHCP server vs. supporting DHCP from the core ISR.

you can anyone and its up to you. lets say you are using for all other services windows DHCP server and i will suggest you to use the same for voice as well. just need to add option 150 in the windows dhcp server.
