CUC 2.1 locale install error

I'm having a problem installing a locale, it appears to work downloading but when the install box closes there is a message that says error encountered.

maybe you're hitting this bug

CSCsi57553 - "Localization install does not mention CuCsMgr/CuMixer should be stopped"

You need to stop the Connection Mixer (CuMixer) and the Connection

Conversation Manager (CuCsMgr) and then complete the locale install.
