We have CUCM ver. 6.1.3.100-16 on platform 7825I3. We would like to buy a new server do clustering and upgrading to 7.1 version. What we have to order ? Are these are correct?

Do we have to upgrade existing CUCM with version 6.1.3? And do we have to order CUCM ver. 7.1 or we can use from above order? We don't need devices license, do we (we use existing)?

When you go from 6.1 to 7.1, you will actually be ordering User Connect Licenses (UCL), so the ordering is going to be a bit different.
We have a special promotion going on right now in which you can order UCLs for $3 per user. You must also by three years of UCSS when you take advantage of the promotion. Hence we call it the "3 and 3" promotion.
You start with top level part number of CUCM-USR-LIC.
You will need to count the number of Enhanced and Basic Users you have and select the approrpriate Migration SKUs. Note these are list price of $3.
You will need to select the mandatory 3 yr UCSS for the users you selected.
You can then select the number of servers you have in your 7.1(5) cluster and order the appropriate number of node licenses.
In the end for 1000 users you will get something like:

I'm little in doubt. What does it mean user? Are these numbers of my real users (DLU license) in system or number of seats (1000 seats).Also can we just bought new CUCM version 7.1 as I specified in my post and make clustering?

I strongly suggest you reference the ordering guide I pointed you to.
The number of seats. 1000 phones typically means 1000 users.
You can not purchase the SKUs that were listed in your original SKUs. All ordering is now UCL based.
