CUCM New DNS Server 12.X

Hi there, my company's CUCM was deployed without a DNS server or domain name.

Now that we are on version 12.5 after an upgrade we need to connect to the smart licensing.

Can we set a dns server without having to set a domain ? I know a reboot is normally required when setting a domain and we were hoping to do this without production impact before our next maintenance window which is a ways away due to holidays.

You will need domain set in order for DNS to work correctly. As you mention adding/changing domain will prompt to reboot the server, so you'll need to do this during maintenance window.
