I have 2 user whose having an issue, whenever they call another extension internally, the call goes straight to VM, however, when they call externally , the phone rings few times then route to VM. Any Ideas?

What is the call flow for both calls??
And what troubleshooting have you done so far??

The same cluster . Its an on net call
Ran DNA, Searched through the route plan report for DN duplication and also looked through CDR. I could not find anything useful.

Short of going through CUCM traces, you can try a reboot, sometimes info get stuck in memory, and that's where the call routing happens, DNA works based on what the DB has, but CUCM loads everything to memory, and uses it for the actual call routing.

Can you please check call forward settings, as it can be set separately for internal and external calls.
