Cisco Licensing makes my head hurt.
These days the CUCM server itself is not licensed, but rather the devices that are registering to it are licensed via the licensing SKUs or Enterprise Agreement. When you set up your Smart Account you will register the CUCM server to the account so that the devices registered can be tracked, but it doesn't matter if you have one or several clusters - as long as the total registered devices does not exceed the licensing.
This is my understanding of the current licensing scheme.
