I am unable to get into the GUI. Running CUE 2.3 on a 2821 running IOS version 12.4(11)T. I accessed the cli and changed the web admin password have reloaded the module and reloaded the router but still no dice.

If the configuration is present, the Cisco CallManager Express router might be missing the default-gateway configuration. This might happen if the administrator reloaded the router without saving the configuration. Check the Cisco CallManager Express configuration for IP connectivity to Cisco Unity Express (CUE)
This message is also seen when the administrator decides to change the Cisco CallManager Express web administrator username and password, and the new name and password is not updated in the CUE system. Update the system with new Cisco Call Manager Express username and password by selecting Configure > System Parameters > Administrator's Login Account page.

ip http server
ip http authentication local
ip http secure-server
