When logging in to CUPC client the File:Call options are greyed out. Also I noticed on cucm the framework device is not showing as registered. This is only happening with computers that are part of the domain, and logged in with a user of which is in the domain. When launching CUPC8, If you shift, right click and choose a local user to run as, the call options are there.
Tried all of the following,
Adding the domain user to the Administrators group of the local computer.
turning off windows firewall,
running CUPC as an administrator
using windows compatibility options
reinstalling CUPC
all have not worked for me, has anyone out there successfully used CUPC while logged into a domain?
OS: windows7
using client ver: 8.0.171
CUPC server: 8.0.4.10000-5

Hi ,
1. The call option will be greyed out until the CSF device in CUCM is registered.Do you see the
phone connected in CUPC server health ? If not you can enable detailed logging in CUPC and
generate a problem report for more analysis.
2. When you lauch your CUPC as local user you were able to see the call options. So is the
CSF device registered in CUCM at this time ?

No the phone is not connected in server health, The problem report doesn't seem to show anything abvious.
Launching CUPC as local user the CSF device is registered correctly.

This was resolved by associating the user to a CTI Gateway Profile. Not sure why the local user had anything to do with it.

I was able to fix this same issue with the following fix.
Specs
CUCM - 8.51
CUPC - 8.51
Win 7 64bit
Issue
Call & Call with Video where both grayed out
In the Help/Show Server Health menu options the Call Control section was missing
In the Help/Show Server Health menu and click on the Notifications has the error
A Phone Initilation Error has Occurred. Failed to get configuration. [400]
Fix
After making sure all configuration was correct with the CTI users I found that the Windows Firewall was at fault
Goto Control Panel/Windows Firewall - click the "Allow a program or feature through Windows Firewall". Be sure to take note at which network you are connected to (Domain network, Home or work, public). before you go to the allow programs or features section. Make sure the check box to the left of CUPC & Cisco Unified Client Services Framework is checked and that the check box under the network you are connected to is checked to the right of the CSF.
Click OK and close the firewall window.
In CUPC click FILE/EXIT (don't just click the X to close the window this does not EXIT CUPC)
OPEN CUPC - give CUPC time to register
If this fixes your problem then your CALL menu option should NOT be grayed out and your should have a PHONE section in your server health.

i'm facing same problem.
i followed the steps but it didn't worked, i even disabled the firewall totally, and also used pc at same network with CUCM but didn't work.
when i checked the "core.log" file it give me the following error in TFTP:
