CUPC Phone Mode Deployment

Does anyone know if there is a way to set the phone mode for CUPC 7.1(1.13850) when the software is deployed?  We want to deploy CUPC in deskphone mode on desktops and in softphone mode on laptops.

I've examined the uclocal.xml and the UPC<user>.cnf.xml files and do not see anything that I could modify to make this happen.

Any ideas?

You may deploy deskphone or softphone (but not both) from CUCM and CUPS.  So the CUPC client will have only one option.
