Database Replication is broken between CUCM Pub and Sub

Issue Description:

There is dbreplication issue between CUCM Pub and Sub. CUCM version is 9.1.

Investigation:

Output of "utils dbreplication runtimestate" shows (3) PUB Setup Completed and (?)Setup Completed. Publisher is connected and Subscriber is Off-Line.

On publisher - Show Network cluster shows Subscriber is not authenticated

On subscriber - Show Network cluster shows Publisher is not authenticated

ICMP reachability to IPs and hostnames are there between the servers.

Traffic for port 1500 shows (SYN_SENT) on both nodes, not Established, but the network team says there is no firewall.

utils firewall ipv4 status shows firewall enabled

Unified CM database status on Unified Reporting says

"connection to RTMT on subscriber could not be established"

and "Could not send/receive UDP packets for Subscriber"

RTMT is showing Subscriber server down. But both of the servers are up and expected services are running.

Changes made since the issue started:

DNS server IP has been changed to valid ones.

Have run "utils dbreplication forcedatasyncsub" and  "utils dbreplication repair"

Can someone please suggest a solution or workaround or things which I need to check that can help me to fix this issue ?

Thank you for your reply @Nithin Eluvathingal , before doing what you suggested , I would like to tell you that I don't see port 1500 in "utils firewall ipv4 list". So should I still go with the steps you advised.

@Nithin Eluvathingal If you think below commands will resolve this issue regardless of the "port 1500" , can you please let me know the order also in which they should be executed on Pub and/or Sub.

utils dbreplication stop

utils dbreplication reset all
