CCM 3.3.2 SPC and Unity 3.1.5
I have 8 users who have mailboxes but not physical phones. Each user has a CTI route point that has an Internal DN with an External DID number assigned to it. each CTI route point forwards directly to each users cell phone. that works fine however, when you call unity, and use the Directory the users are not listed in the option as a subscriber to transfer

I'm a little confused by your post - the route points and DNs don't have anything to do with the name lookup handler functionality in Unity. You need to have a subscriber created in Unity that has an extension number defined (required for all subscribers) and a voice name recorded for them to be found by outside callers spelling their name.
You can create internet subscribers for these guys (they don't have mailboxes and don't require a license).

I thought the same thing about the the RP's not being the issue. Each person has a subscriber mailbox with and extension for Call Tranfer assigned, however,,,, since these are remote user it is possible that they do not have a recorded name setup and that being the reason why it is not routing.... I will try that
